Mr. Fietjen states that the conditions to be imposed on the recipients of the Concession to be granted by the Imperial Russian Government require careful examination, there are

of Revenue to be taken into account of the enterprise is to be a successful one. He commends his umarks to the Imperial Government lest for want of right understanding at the outset the concession be not a source of profit, but a cause of ruin to the shareholders who marf receive the privilege he now asks to be given to him
